That's a low arch version of a thumb latch with the mechanism on the outside instead of underneath.
I have seen those before but not often. That's the mower with the white plastic teeth for the folding handlebars that are often missing a few.

Ahh, if only victa had kept producing the thumblatch catcher series, they would be in better shape today!
