eBay have alternators for Briggs ,if it's a Briggs engine the numbers on on the engine cowl.

May just have a bad wire or dirty connection or faulty regulator.

They said it might take while and they were right. They had to get one of the older employes to show to the younger guys how to bond a new surface onto it. $150 but it looks great, like a bought one.

No it shouldn't be on the diff, I can't find any good images online but there is a different model Rover than shows the rough position
of the springs.

Looks like the springs go from the lifting bracket for the deck to the deck.

It sounds like it has an incorrectly installed belt ,or wrong size ,or return spring problem but difficult to know when I'm not
looking at the parts.

I'd check you have the clutch pulley on the correct side of the V belt and everything looks correctly installed
as usually when the gearbox is difficult to change gears it means the clutch is not fully disengaging (the v belt it not slipping enough)
when the clutch is activated.
